A .sql backup would backup everything and you could import all of that into a new server. But you'd also need to move over some Hubzilla configuration files as well, otherwise you would have conflicting information in the database and the configuration file. And there may be more issues. I have never tried it.
It probably would be better to use the built in migration tools (export/import) that comes with Hubzilla instead.

Is it possible? Yes, sort of, theoretically. You would also need the file store to access any files/images/whatever stored on the channel.
Is there an automated tool? not to do it from backups. There are channel migration tools that will work to export data from an existing server to a new server.
Would it be a lot of work to try a manual migration from backup? Yes, and chances are, you'd miss stuff and stuff would not be exactly right.
But I'm guessing that you're trying to solve some sort of more specific issue than the theoretical possibility of importing channel data directly from backups. What's the predicament and what's the environment and limitations you have? What has been tried and what have been the results?

It is possible if you understand the data structure and import the right fields. But it may be better to use the Import app instead.
